About the register
Mahayojane (ಮಹಾಯೋಜನೆ, “master plan”) is the public register of where each Karnataka town’s master plan stands under the Karnataka Town and Country Planning (KTCP) Act, 1961.
Local Planning Area declared
Government notifies the Local Planning Area (LPA) and its extent. It can later be revised or extended to take in more area.
Present land use (Section 5)
The planning authority notifies the present land use of the area.
Intention to make a master plan (Section 10)
The authority declares its intention to prepare a master plan. This normally follows the LPA notification.
Provisional approval – u/s 13(1)
The draft master plan is submitted to Government and provisionally approved, after which objections are invited.
Final approval – u/s 13(3)
Government finally approves the plan, and it comes into force.
Revisions (R-I, R-II, R-III)
The plan in force is revised periodically (u/s 13D with 13(1) and 13(3)). Each revision goes through provisional and final approval again.
How the current stage is worked out
- Plan in force — at least one master plan (ODP, CDP or a revision) has been finally approved.
- First plan provisionally approved — no plan is in force yet, but the first one has provisional approval.
- Plan to be prepared — the LPA is declared but no plan has been approved.
- Pending with Government — a plan or revision has been submitted to Government and is waiting for approval. A town can have one plan in force and the next revision pending.
The stage is computed from the dated steps on each planning area, so the totals on the home page always match the data.
Where the data comes from
The register was first loaded from the department’s spreadsheet Updated STAGES OF MASTER PLAN, which has one sheet per division and 172 urban centres in total. Each date in it became a dated step, and every value keeps its original text.
About one date cell in five was not a clean date, for example several dates in one cell or an order number typed with the date. Those entries are checked by a reviewer before they are published, so a few steps may not appear here yet.
Dates are shown as recorded under the relevant section of the KTCP Act, 1961. Only verified entries are published.
